Lieutenant General Shams al-Din Kabashi, a member of the Transitional Sovereign Council and deputy commander-in-chief of the Armed Forces, returned to the country on Monday evening after a several-day official visit to Juba.

During the visit, he discussed with the senior leadership and senior officials of the Republic of South Sudan about bilateral relations between the two countries and the development of joint cooperation on several strategic issues of common interest.

He praised the State of South Sudan’s mediation efforts and its keenness to reach an agreement regarding the delivery of humanitarian aid to those in need in South and West Kordofan and the Blue Nile.

Lieutenant General Yassin Ibrahim, the Minister of Defense and head of the government negotiating delegation, expressed in a press statement the government’s regret for the SPLM-N’s stubborn position, retreat, and refusal to sign the document to deliver humanitarian aid to citizens affected by the war in the two regions.

Lieutenant General Yassin expressed his regret at the collapse of the negotiation round between the government and the SPLM-N because the movement’s delegation did not adhere to the directives of the mediation committee.

The Minister of Defense explained that the movement’s delegation did not submit any draft agreement, and its response to the government’s draft was structural. It did not include the fundamental issues related to delivering aid to citizens in the concerned states.

The head of the government delegation said that humanitarian work should only be concerned with human life, away from any other political or security goals, indicating that the movement insisted on including the rebel Rapid Support militia in the negotiation process, which demonstrates the identification of the popular movement with the grave violations committed by the terrorist militia against the people. Sudanese.

The head of the government delegation added that the Popular Movement insisted on not signing or considering any document or agreement proposal presented by the government delegation or the mediation committee to deliver humanitarian aid to the states mentioned above under the pretext that humanitarian aid could pass without any written commitment, ignoring the most critical obligations of humanitarian work, which is the necessity of securing specific paths in areas where there are conflicts.

He indicated that the movement submitted a proposal that contradicts the principles of the United Nations Charter regarding respect for state sovereignty. In it, it indicated the possibility of each party signing a unilateral agreement with the United Nations with a certificate of mediation.
